Those are Horizons places. Some of them were really great and immersive, some became my really favorite ones...
Yes, there are evident problems with all of them in Odyssey - they are either far not as good as they were, with surrounding terrain degradation, some of them are broken or even doesn't show up at all anymore (yes, as some Tip Off-related crash sites).
And I really hope that "some day" those problems will be solved.
However I think that I do also understand the other side -
1) I suppose that quite a few of actual Odyssey problems could be probably connected to the problems related to the inheritance of the "older" Horizons code and assets
2) Odyssey arrived with the new planetary tech - ambiguous, yes - and with "legs", settlements (that have beside "legs" content all necessary things on the srv/ship scale - at least to some extent), already new POI system, new procedural BIO/GEO placement and UI (no intentions to judge it here).
Also I remember the state of "planetary" missions, planetary tech as a whole, and the amount of the "content" available at the very first release of Horizons.
No all this npc ships around bases or elsewhere on planets, no crash site POIs, no appropriate defenses for settlements, nearby all planetary side missions were broken. The very first versions of the unique engineers planetary bases have arrived nearby half a year after the official release. No all those "special places" at that time including the referred J-cobra.
Honestly my own expectations about Odyssey were quite low initially - on the base of what could be done, and what couldn't according to my own observations of the FD-style development process. However FD have had really impressed me by their ambitions and the product we have - de facto - at the moment. They have already included in Odyssey much more than I have ever expected - if one count the number of "features" added or tweaked, and the scale of "changes" (yes-yes, those changes are not always "for good" at least from some points). Probably they have tried to chew a chunk that is a bit too much - with all the consequences....
So, my only hope and suggestion now is "patience"
