Not trying to tell people to play in open, its their choice, but open is pretty safe if you steer clear of CGs.
+1 if there were incentives to do it. This is so simple and its one of the first solutions when the old "open" issue gets discussed.
OP, what you probably cant imagine is that everyone in solo or pg is absolutely happy. Completely full. Life couldn't be better, couldn't imagine doing anything else. The highest ideal seen and achieved.
So get people who aren't doing it now to do something, there must be some incentive. Really, open is invisible apart from on forums to all the people who don't.
EDIT: Personally i would like an incentive to play in open and be attracted to a flashpoint because something is good. Its basically logical, something youd tell your friends and teach your kids. If all you want to do is get somewhere, why would you take the chance of getting beaten up if you don't have to? Common sense.

The majority of players play in Open, so if you're not happy now with the majority, you'll never be happy regardless of how many more join Open.
Besides I've played in Open, humans are less interesting than NPCs and more predictable.
PG has better conversations, better attitudes and fewer trolls.

Perhaps the majority who play in Open are "prepared" for Open and the OP might prefer to see CMDRs who are in Open but at the same time aren't prepared for Open? Just thinking out loud...
