Decal tinfoi. Lore connections?

Greetings cmdrs. The other day I noticed something on the "wings-3" decal while zooming in. There is a date (probably) written in small letters.
This is probably old news, but I didn't have this decal till recently.
So, do you think it has any connections to the events described in the Elite timeline? The establishment of "The Cause", the "LRA object", the last date before the beginning of Galnet maybe?
Has anyone put any research in it?
