A Greifing operation.

I just started this game a few days ago. It took me two days to get a meta alloy and players is just killing people and reselling them in the system.
I am sure this is against the ToS because,
This is the starting point for a very important part of the game. I wish I knew sooner.
 
Sad to say it, but Deciat is well known in the community as the place where people go to shoot each other - and as long as they don't follow you around from system to system specifically killing you, it's not harassment. Picking a system and attacking whoever happens to pass through is, for all its potential misuses, a part of the game and nowhere other than the pilot's federation district is considered "special" in this regard.

The main problem, really, is that while it's well known as a hotspot to the wider community, it's a bit like a broken stair - everyone that's been here a while knows about it, but everyone that's new to the place trips over it.

That said:
I wish I knew sooner.
This part I do agree with and for a long time I've been suggesting that some sort of "violent crime reported" warning on jumping into a system that's had a recent player-on-player murder would be far more useful than the warnings you get on jumping into, say, an anarchy.


edit: that said though - are you sure the "meta alloys for sale" carrier there is related to the guy that killed you? It could just be some guy offering to save people a trip out to the pleiades and the ganker was entirely unrelated.
 
What these gankers do is legal - but so is you going to solo, a non-PvP private group (like Mobius https://elitepve.com/ ) or blocking everyone you don't want to be instanced with. And if you think it's bad at the beacon, it gets even more interesting just outside the base's no fire zone.

As for your MA - I don't know if CMDR @LeKeno is still around now that Odyssey bases sell that stuff, but his carrier used to give away MAs for newbies by appointment.

Oh - and that carrier with MAs for sale is very likely not related to your ganker, as Screemonster said. There are much easier ways to get MAs in bulk than having to snipe newbies and hope the single MA they might drop survives to be picked up. This carrier's owner is likely only out to make a quick buck from newbies who couldn't be bothered to investigate where to get MAs from. Not a really good ROI for a carrier owner unless they manage to catch a wave of newbies after one or another promotional event (like that Epic giveaway).

These two are accessible in Horizons though (nope... Odyssey planets):

Vasilyev's Claim Ross 692 (115.5 LY from Deciat)
Tucker Mines Gliese 2119 (177.6 LY from Deciat)

No, no they're not. They're on EDO planets ...
 
Get revenge on them rather than complain. Park whatever ship you had and buy a Sidewinder plus 2A FSD interdiction. Go back out and keep interdicticting the griefers until they cry or block you. Either way, you won't see them again. They have virtually no defence against interdiction.
