OK, too often I run across illegal goods laying around at POI or USS and I think, "What if a child came across this stuff???" OK, actually I just think it sucks to leave illegal stuff littering space. This is especially true if I find imperial slaves. Should I just leave PEOPLE in their stasis pods drifting through space forever? But it's not like you can free them, or take them to a station. You can only sell them.
So, I'd like to suggest the ability to declare that you have these goods to a security vessel before getting scanned (an option in the contact list) or to the traffic controllers. You tell them you have them and are turning them into the authorities. At that point you are tagged, and if you sell the goods, or leave the station without turning them in, you are given a wanted flag. When you get to the station you can free the imperial slaves, or hand over the illegal goods to the authorities.
For smugglers, there could even be a rare corrupt office that has inroads to the black market, depending on your reputation with the local ruling faction. Put in enough work and you can develop a temporary lower risk (but lesser reward because the corrupt jerk wants his/her cut) smuggling stop.
(obviously this option would only be available where the goods are illegal...)
