Decoded Emission Data in February 2018...?

So, I've had at it on Google until I could only find entries marked as already read.
All the posts and info I found were really OLD
like from 2.2 or 2.3 - not a single post referred to 2.4...

One thing I could never find was that fantastical spreadsheet outlining all the system states and other conditions needed to get the engineering drop you need. I saw this spreadsheet referenced several times, but I was unable to dig it up on Google.

I did see the following requirements listed for Decoded Emission Data:

- system must be in a state of war (not civil war)
- scan combat ships, preferrably Anacondas, other, larger combat ships in a combat zone (CZ)

In both "at war" systems I tried, there were not empire ships fighting against federal ships, but federal ships against federal faction ships and empire ships against empire faction ships - both were listed as "war" and not "civil war"

I did this in a federal system without getting a single drop in hours, until I realized, that Tiana is in Achenar, so that maybe I'd be better off finding am Empire system in a state of war. So I moved to Liabeze, near Achenar. There is no high intensity CZ here though, only a low intensity CZ, and I still haven't found a single DED in several hours of scanning at the CZ.

Not to mention that the rate at which anything drops upon scan is very low - apparently lower from small ships than from large ships - though I have not explicitly counted the difference, and it could just be rng.

But if only 7% of ships drop anything, and 0% of the drops are Decoded Emission Data, it'll obviously take a Lng time to get 50.

If anyone has a link to that spreadsheet people kept referring to, I'd appreciate that.
Or if you have located Decoded Emission Data in 2018 or towards the end of 2017 and remember the conditions...

Some people had contradicting information with one saying "only from combat ships" and another "never got one from a combat ship, only T9s"

Go to any HazRES, hunt pirates, get TONS of ASPA and DED.

I'm also finding lots of these at a High RES, but I'm not completely sure whether it is to do with the faction state within the system or not (the system state of the system I'm getting these in is "None").

What I can say though is that as of today I'm getting quite a number of these in a High RES in the Ross 318 system (3rd gas giant in). Most of the bounties are from the "Ross 318 Silver Society" which is in the "Civil War" state.

There is no need to destroy any ships, as the data is given after completing a scan on a ship.

I checked with EDDiscovery with the drop rate, and it is pretty high at this high RES site:

HiRES is fine too, but hey - HazRES is more profitable ;)

Any such data has nothing to do with system\faction states, it depends (mostly) on ship role.

Thank you very much for so much detail! I appreciate it!

I just checked the system and its not in civil war anymore. I'll still try my luck at the HazRez there and if not, I'll search for another system with ciivil war and HazRez...

Edit: I did get my first ever Decoded Emission Data drop here, 3 pieces.
But 2 total drops out of 30+ ships scanned. And you run out of ships to scan pretty quick here, I suppose I need to relog or jump out and back in...

I'm probably the only guy who flies into a HazRez with a 33LY Vulture with only a wake scanner and no guns...

I stress this again: system state has absolutely no influence on basic scan data.

"Running out of ships" - that's why you fly there in your best combat ship, not in an utility Vulture, and solve this problem :)

I've gotta agree with the OP. I've tried CZ's (in which I wasn't allied with anyone - cause allied ships don't drop ANYTHING on scans). I've worked HiRez and HazRez in both local (allied) systems and distant ones. I've worked Nav Beacons and scanned T-9's in Distro Centers...

I've pretty much given up focusing on this goal. The drop rate of DED is still pretty miserable...

Not sure what HazRES you've used. In my practice, EVERY HazRES I've been into dropped both ASPA and DED at astonishing rate, especially if you had a good spawn (which means mostly medium and large ships). Each time I do BH CG or just go hunting for fun, I have to clean my data storage after every sortie.

Ahh...but did you want them that's the key!

Somehow ED seems to know when you want something in particular and will scale the droprate down if you need it, or up if you don't...at least that is how it feels :p

Up until very recently I did not need either DED's or ASPA's (and I've just been dumping them to make space), but it has come to my pleasant attention that by unlocking "Juri Ishmaak" (Ross 318 Silver Society hates my guts so much that they are openly hostile in a CZ even without picking sides), that I am very close to unlocking "The Sarge" since I just so happened to get my Sol permit recently.

I've been wanting to try out a C4 canon in my FDL for a while, but thought that unlocking "The Sarge" would not happen until a much later time in the future...but now I'm so close to unlocking him, I wonder whether the ASPA's will dry up now...no I'm not paranoid.. [where is it]

You are right... if you blow ships up, you get more respawns...
I didn't realize that it would be any different if you don't shoot anybody :D
About the Vulture - I had an Imperial Eagle set up for scanning/wake scanning, until I realized that thing runs out of fuel, just from sitting in a hauler spawn scanning.

I guess I've been meaning to test my latest Vette loadout, but its a bit of a drag to move it around...

So, if system state has no relevance on basic scan data - that would imply two things:

- It could still have an influence on drop rates of things like imperial shielding or some other odd drops?
- I could go find a HazRez in an anarchy system to avoid issues from stray bullets hitting allied ships / security forces?

You're right about that...

FDev must have gained access to the CIA's Monarch/MK Ultra program, is all I can say...

BTW, does it make a difference from what distance you scan a ship, whether you'll get data or not?

Obviously, your datascanner starts scanning as soon as you target something and face in its direction, so distance would be an effort to control...
And if you use the next/previous buttons to target things, you never really know what exact distance they're at, unless they're right in front of your nose, once you turned around to face them.

I did need to clean my data storage several times already, but not from DED or ASPA - I get more annoying things in large quantities, like Exceptional Scrambled Emission Data, Distorted Shield Cycle Recordings, Inconsistent Shield Soak Analysis and Irregular Emission Data. A worthless lot, only there to fill up my storage, to increase the chance that when a useful drop comes, it can say my storage was full:
"so sorry we filled up your ship with junk without asking you for confirmation"
or
"so sorry, we mistook your ship for the local landfill. but you don't mind searching through all that junk, trying to remember every time which of these similarly named items you needed and which you didn't?"
