Engineers Decoded Emission Data - Is it me?

Is it me?

Well, I've tried just about everything I can to try to find these things, but have been stuck on 23 of them for over a week now. And those 23 are what I have picked up by just generally 'wandering about'.

I've tried scanning ships near stations, in USS's (all varieties), at beacons, I've tried wake scanning, and also never seen any when dropping down for an SRV outing. Just where and how exactly am I supposed to find 50 of these things? Are they specific to combat zones? Or something else??

As with all things like this the drop rate in locations can change over time.

I tried CZ's, that was the slowest way.

I tried the Haz Res site at Delkar 7, while better than CZ's it was still slow going.

The best I found was sitting above the plain in SC at Eravate. In SC with my speed a minimum I sat 100 LS to 125 LS from the sun, just sat there and scanned all ships. After I scanned all ships and nothing else was showing up I would exit to the main menu and then log back in and do it all again. The great thing with Eravate is that you can also get Classified Scan Databanks at the same time and this was by far the quickest way I found to get these also.
