Dedicated Graphics Option to Set Star Field Quality

Just a quick idea.

I've just messed with my files to manually bump the starfield quality up to 4k.
It looks rather a lot better, but causes more stuttering during Hyperspace. No Biggie.

Anyhoo, it'd be nice if we could have a dedicated Option to adjust the starfield in game.

Just remember even if your system can do 4k it might not be the best at doing it. For me I tend to keep what stable for my setup. So when I upgrade my computer I adjust my setting until I see issues then back it off some so it run stable.

That's why I wanted a dedicated option for it.
My PC can't handle too higher resolution textures on planets and objects. But can easily cope with the starfield being in 4k. (Zero FPS loss, except in Hyperspace)
Unfortunately, I think the starfield is currently linked to the rest. So setting my game to medium, means I get a "mushy" medium quality starfield.

So I've adjusted the file to force low, medium and high to display the starfield in 4k.
