In previous Elite games there were dedicated military missions from military contacts.
They were essentially their own "faction"...some systems like Eta Cas, where the military headquarters are located, had more military missions available than other systems.

It seems in ED that the way to rank up the military is to take delivery missions delivering herbal tea to hippies living on a secluded planet.
I don't get how this would go towards ranking up my military progression.

My suggestion would be to implement a Federation/Imperial military faction and contact that only do dedicated military missions. Only completing these dedicated missions would rank you up the military.
Delivering tea and coffee should not be included.
