I find many fantastic locations are <60% explored. Places like nebula where systems are mostly FSS scanned, but only some planets are DSS and a few have first footfalls and bio samples. These areas are only partially explored. But there isn't much reason to further investigate these systems because it is much more efficient and "profitable" to go to regions that are completely untouched.
But wouldn't pilots federation be interested in more complete studies of these unique and interesting locations?
Suggestion:
Missions to specific galactic deep space locations +20K Ly from human space. Nebulae, black holes, unusual locations, etc. Cmdrs get full payout of all systems and planets in a 50Ly radius and 10% bonus regardless if they have already been discovered or scanned. Additional rewards (I'm not sure what, something other than credits) depending on a cmdrs level of completion. A fantastic reward upon returning to the mission giver in human space. Something to make it really exciting and worth the effort.
Why?
To encourage deep space explorers to complete mapping of important (scientific, industrial, strategic) locations around the galaxy. And to give some explorers a stronger feeling of direction, purpose, and accomplishment.
Won't This Just Be Same Exploration Repeated By Cmdrs?
If FD set up 100 deep space locations for missions randomly assigned... yes multiple cmdrs will be sent on the same mission to the same destination. But from the POI of a cmdr they don't experience this. They simply go on the mission. No different than multiple cmdrs massacring the same drug gang or assassinating the same crime lord.
