Deep Space Stations? Cause those other ships don't have fuel scoops

I was out exploring around 600ly from Achenar today and keep encountering NPC ships in areas where there are no stations I can find. How did they get there? There should be the occasional platform stations out there to make discovery more interesting and to not break the immersion, those pirate NPCs need to either have scoops or only spawn in systems near stations. Am I missing something and there are already stations near those?
