No it was not a bulletin it was one of those pledge mission guys thing idk wahts it called

Yea there aren't any targets for expansion, and I think that's because there wasn't enough preperation, but the one system that Zemina has prepped is already under control I think. Can anybody clarify? I'm a little confused even after reading the PP manual.

You can't help expansion when no expansion is taking place.

Impossible that there are no fortify missions. Every power starts with at least a few systems that need to be fortified.
