Deliver Powerplay Commodities (Contraband) Weekly Impossible?

One of my weekly powerplay missions is to deliver contraband from LTT 9821 to Shangdi. I have contraband from LTT 9821 in my inventory and I am in the Shangdi system, but I can't hand it in to my power contact.
After checking the galaxy map, Shangdi is outside of the influence sphere / control range of LTT 9821, can it be that this mission is not possible or is there something I have overseen?
I hoped that because its a weekly mission, there will be an exception to the "can be delivered within the control range of the source system" requriement, but it seems like there is no exception.

Is this also why I happen to have a weekly to "Sell Rare Goods at Maityan System, but Maityan does not have "Sell Rare Goods" as an activity, making the weekly impossible?

Yeah, some of these don't work. I have one for hacking the floating advertisement things outside stations in a specific system. There are none.

The listed activities are the ones your Power particularly favours and so you get a 50% bonus for [1] - all activities listed in the Pilot's Handbook are available to all powers. Only LYR and Delaine get rares as a bonus reinforcement activity.

Provided you're pledged to Aisling Duval, selling rares to Maityan will work.
(If you're not pledged to Duval, then yes, that's a very weird bug)


[1] In the case of rare goods, you get 0 merits per tonne because the activity is suspended, so even if you did get a 50% bonus it wouldn't help much. It still works for completing weekly tasks, though.

No stations or no billboards?
I had the issue that sometimes there were no targetable billboards nest to the station, but after I left the station (supercruise) and returned, they spawned. Seems to be a hit and miss sometimes.
