AFAIK it should lead to decrease Outbreak.
There's a very few Delivery and Fetch Missions where the effect is reversed though (bug), such as LR Courier Missions or delivering Non-Lethal Weapons...
So I'm quite sure it's a bug, as other Meds display a decrease Outbreak as well when delivered via Missions.
