Destroyed by local security vessels

Hello pilots.

Today I am really angry and I have 2 questions ;-).
1°) I'm just fed up of being killed by local security ships only because I open fire on another ship (neutral) which has a bounty on.
I had no bounty on me, I am always working in the way of the Empire, hunting down the pirates and never do illegal things and I was in a Imperial system.
What am I doind wrong ? Is it a bug or something I don't understand ?

2°)
Multiple times I have a quest which is being updated by another NPC ship "don't do that, do this instead and I'll pay you". Ok, what should I do in the cas I don't want to do the updated version but would like to comply with the old quest ? Should I abandon it or just try to fill the objectives without regarding the new objectives ?
Example : "Kill 5 pirates in X system". Then : "Don't do that, kill 4 authorities". I want to keep killing the pirates. I try to kill the NPC ship, I get a bounty because he was not a bounty...
Then I tried to kill a lot of others pirates, the count down ("5 pirates") in the quest was not decreasing to 0... Bugged quest again ?

1. The system authority vessel is in the same faction as the ship you killed. His faction did not issue the bounty and doesn't care about it so he is avenging his friend thinking you murdered him for nothing. Check factions under Contacts in your left UI.

2. If you don't follow the original objective you will lose reputation with that faction. If it isn't counting down then you aren't killing the right ships. Again they probably want you to kill members of a certain faction rather than wanted NPCs.

The only information about "Factions" I can see in my left UI, is "Pirate". After 20 kills, the objective was still "kill 4 pirates" :(.
