Anyhoo, it's currently not possible to tell if a target has engineered modules, or even what class and rating they are.
While in most cases, we don't really need to know, for organising events, it's actually crucial to make sure the playing field is level and fair.
Anyhoo, the detailed ship scanner could either be built in module, part of the default passive scan, or a utility module.
All do the same thing.
Basic, when performing a passive scan, once that bit is complete, the detailed scan begins. It requires you face the target to complete it, but losing sight doesn't lose any already attained information.
Firstly, it checks all the targets modules, 1 by 1, listing their class and rating in the sub systems panel.
Each module takes roughly 0.1 seconds to scan, so larger ships can take a while longer, but it's very quick.
Once that's completely, it re-runs the scan for modified modules, on a deeper scan.
This will check modules for modification and list then with the Hex icon on the subsystem panel. This scan takes 0.3 seconds per module.
If FD were to redesign the subsystem UI, and added a "details" window, we can do a final deep scan, which will give you detailed information on the modules stats and special effects. This will take 0.5 seconds per module.
Then all events can be policed properly, and nosey people can scan random CMDRs to find out what they have.
I'm not fussed whether it's a built in module, addition to the passive scan, or a new module all together.
