Detailed surface scanner?

Can I replace my discover scanner with a detailed surface scanner?

or do I need both?

the discover scanner to scan the system, then the Detailed surface scanner to scan individual "Unexplored" locations?
 
You need both, exactly as you said in your third questions. You'll get higher quality/value scans of planets, moons, suns, etc. with the detailed surface scanner.

You can upgrade the basic discovery scanner to one with a greater range for it's "ping".

You do need both. The detailed surface scanner improves the quality of your scans of unknown celestial objects, so you get more for selling your data. The Discovery Scanner is the "ping" device that locates the unknown objects in the first place. The basic discovery scanner has a radius of 500 Ls, the intermediate range is 1000 Ls, and the advanced scans the whole system.

Agreed, I found very little value in the intermediate scanner personally, but the advanced is certainly nice to have.

I also haven't noticed a big difference between prices with / without a detailed surface scanner either, but perhaps I have not scanned the right planets yet, I see the new notification of the detailed scan being completed but all the payouts have been similar to without it, so far.

And finally, Level 2 / 3 scan stats are still zero for me, so assuming its bugged or not yet fully implemented.

u dont need both. All i use is the advanced discovery scanner and i can scan the whole system and then if i want the individual planets one by one but its pretty boring and not very lucrative. I make way mord trading or doing missions.

They are different equipment which compliment each other, of course, you don't need a basic / intermediate / advanced scanner either, since you can discover things by flying up to it, but it makes life easier especially when things are so far out. The surface scanner on the other hand is supposed to increase the payouts compared with a normal scan (which resolved the name of the planet / star etc) which it may well do, I just haven't noticed yet and its not something you can compare easily since you can't scan the same thing twice.
