I'm not sure how to do them properly, aside from letting them take an orbital slot for T3 points, but PLEASE give us a way to build detention megaships out here lol! I've been building surface refineries for friends, and when i go to take a picture they slap a bounty on me for being too close. Ends up in a huge 340LY trek back up to my system to continue building. I can only imagine how painful it is for people who have pushed all the way out to Barnard's loop

With the nearest being over 1,000Ly away I agree there should be some way to get one to appear, as the two that are within Inara range of where I am building are both Megaships in otherwise empty systems I don’t see us being able to build our own but there should be a way to lure one into the region.
I'd put a few more criteria on to avoid people actually hard-locking decent systems. Less than 10 bodies and no high value worlds (ELWs, WWs, AWs, or Terraforming canidates). Otherwise that would actually work great yeah
I wouldn't as they can brick the system anyway with just an outpost. I'd just make it moderately expensive and leave it at that. Trolls are going to troll but if you want an ELW in a prison system. I don't mind. I would need some very big very clear warnings that you will not be able to develop the system if you build the prison.
Frontier could place one in a system that just has a star and nothing else. They would have to make sure it is not at any bridge points though.
