I think it's brilliant.

One, extremely loyal to the empire, has set up a legitimate call for humanitarian aid and has invited only those most loyal to the emperor. The other, has set up a similar call to aid, but we as we know now the type of clothing she is requesting is, a bit more unique. How deliciously subversive.

If the two goals were rivaling CG's like the ones we saw in Lugh and Quivira, you'd have a point. However they are not rivaling goals.

That remains to be seen. The global reward for Aisling's CG was the Quivirans swearing loyalty to her. If Arissa's had finished first, they might have become part of her faction instead.

Or not. We'll have to wait and see what the outcome of the remaining CG turns out to be.
