After looking throw the forum i found a great post on were to find the Diamondback scout.

Which is great. With this help i finally managed to find one last night. But at the same time i was trying to find some were that Sells the Diamondback Explorer,
and again i am drawing a blank.

Please post below were you have found your Diamondback Explore to help others out who are looking for this ship

Any shipyard in Hudson space should have both versions. I think that is also true for Li-Yong Rui space.

Everywhere in Li Yong Rui space and a high tech system one jump from He Bo which is itself one jump from alioth. Station is under 2000 Ls away and it is not kernidjal. Sorry can't remember the name now. It also has 11 other ships and excellent outfitting

Ironically, his HQ station (Goldstein Port at Lembava, the two others are outposts in the system) only has the DB Scout, which reflects as 479,680 cr on my end but that might be because I pledged to him..... It should also be noted that Hamilton Gateway at Wolf 406 was the CG global reward with the 20% discount award.

The 20% wolf 406 discount only applies to the Explorer. The Scout is still full price. However, anyone can get the Scout for 15% off at Lembava (Golstein station), no need to pledge to Sirius Gov.

Interesting, I guess I misread the passive bonus then for Rui. It was my understanding that the discount applied to outfitting.

Anyone can get the 15% discount on outfitting, as well as the 15% ship discount. The only limitation is that you cannot sell your current A grade parts and try to rebuy the same class of equipment at a discount. If you try to sell your A grade parts, you will only have the option to buy them back at full price, OR downgrade to cheaper parts at the 15% discount. So if you are taking a ship there for cheap upgrades, make sure that you first slot at least class B components on all the parts you want to upgrade.

I can only find the Scout at Wolf 406/Hamilton, not the Explorer.

Is there limited inventory on this thing? Or is this cause I'm on XB1?

dont know mate when i when there there was both sorry. May be to do with powerplay
