No, but as I am out exploring and looking to put my name on something, I have run across a system that was first discovered by a commander with that same name. Made a comment to my mates on TS about it, how would you refer to someone with that name, "hey Cmdr vertical line verticle line......vertical line, got 3 ships attacking.....never mind."

This is the weirdness of having another NPC talking to you just when the owner leaves the instance or hasnt fully joined yet.
The full vert squares is a NPC controlled by another player with a different character set unsupported by the Net-Com code.

The only other time I've seen similar symbols is on World of Tanks, where players typed in asian fonts - the text showed like [] [] [] until I installed chinese fonts. May be linked to the fonts used by Frontier not being installed on your machine - just a WAG mind, I'm no expert.
You get this when there's someone in your instance from a country who doesn't use the greek alphabet (usually Russia for me). Because you don't have cyrilic symbols in you computer the game show you the "[][][][][]". You're not missing anything, it just say's Federal Agent in another language!
