Did Fereral rank promotion change while I was out in the black?

Haven't worried about promotion for ages. Came back from the black and started spending some time in Fed space then noticed my current rank had hit 100% (probably been that way for months, don't normally worryy about it and I may well have passed the required good will for another rank or two).

Anyway. I've visited dozens of Fed controlled stations and stations with many Fed minor factions and nothing looking anything like a promotion mission has shown up. No Federal Navy missions, no promotion missions, nothing from any mission giver allied with any faction offering any progress.

I'm not fussed but wondered what was meant to be going on.

Probably just unlucky - I got 2 Fed promotion missions 2 days back from different stations. Not sure if it matters or not but I was friendly with one faction and allied with the other - I do know the last Imperial promotion mission took me an age to find as they kept showing up but required more local rep with the factions in question than I had. If you are not averse to a bit of mode switching I've heard it can increase the chances of a suitable mission showing up too ...

For best results, get into a Federal controlled area of space, with a station that has multiple Fed sub-factions and with one of them in charge. Do a few missions and you should see the promotion mission soon enough.
