Did I miss something or cant I buy any form of exploration data from stations?

When ED expanded into 50 star systems in beta you could buy system data to get well the whole system info, but now I can only sell what I've "explored", where do I buy system data?

I noticed this in Gamma... I just assumed they changed it (only able to sell now), for some reason.
 
When you mouse over a system in the galaxy map you have an option to buy the system data
As i sead its not like in beta, in beta you could buy system data and get the full info, now as I write this I cant even buy system data from a system 5ly from me and yet when I warp in I "discover" objects.
I dont really like to be forced to explore to obtain data when in beta you could buy it.
So why this change, I mean we have 400 billions of star system and still I have to explore known systems.

It's like going to school in Sweden for an example for 10 years and have no clue how Denmark looks like.

The system data can now only be purchased from the galaxy map when you're docked at a station. It will only give you whatever information has been sold to UC by players, afaik.

If that's the case you are basicly forced to explore, I dont mind exploring I tend to do it alot later ingame when I get my hands on a ASP, but now I want to get as much system data as possible via buying it as you could do in beta.
To bad Frontier took that option away from players and forced us to explore whenever we want it or not.
