Did Queue Scenery just get Easier?!?

Is it my imagination, or did queue scenery and Staff Building scenery percentages just get easier to raise?

Just checked a park I was playing last week and it's not happening there, but seems like it is in a new scenario I'm working on. [rolleyes]

Possibly related, while a vendor's in one of my 100% Scenery Staffrooms he's thinking "This staff building could look a bit nicer":

THATS THE PURPOSE OF THIS "STAFF ROOM" MAKE THEM HAPPY. It's nothing but a headache keeping people selling food/drinks
