Did they reduce Primary Port Outpost Construction cost?

I'm calculating +16% on this primary Vesta outpost compared to building one in an already claimed system.

Vesta Outpost in my claimed system. 18,000 resources and change.
Vesta Outpost as Primary Port claiming a new system.. 21k or 22k 'ish' I havent mathed it out yet but.

That's like 16% tax.. I thought it was 30% for primary port?

Primary port outpost is roughly 22k. The primary port tax goes up with tier as the number of points you didn't provide goes up.

For t1 and t2 the extra expense is low enough that I don't think it matters and for t3 you're getting an extra t3 without spending the points that doesn't contribute to the system large port limit. You are getting perks for the price though t2 is the worst deal. A couple of extra loads at t1 is more hauling but not considerable.
