Visiting engineer systems in Open carries an elevated risk of getting tested, is the only thing I know. Not the place to argue about Open, but if this is a surprise, then there is a gap in player education. Why can evidently still not everybody make a conscious decision about it?

Yes, exactly, and I DON'T want to avoid these encounters...they are a positive experience for me, either way...

I presume its due to there being pros and cons, and the pros outweigh the cons for many players...either that, or they forgot which mode they were in...in which case, you're dead on...

Honestly, when you're jumping into the system the game should alert you if there have been any recent cmdr-on-cmdr kills, the same way it warns you about thargoid warzones and anarchies (despite most anarchies being uninhabited and, in fact, pretty safe).

Active CG systems should probably get the warning by default.
