I have been petty officer for sometime and have never gotten access to Beta Hydri. Anyone else encounter this?

I don't think you are informed that you have a permit when a rank is required. Sol, I just went there some time after I had the required rank. Vega, I went to before I even realised it had a rank requirement (which I have).
However for Alioth, I was offered a mission to get a permit from a next-door system

I haven't been informed nor do I have access to the system. But I have the required rank and am allied with Fed. I cannot access a system I am supposed to be able to access. Hence my post.
According to the Permit List thread, Beta Hydri requires Chief Petty Officer.
