Different ship prices in different locations?

i remember that someone said he got a ship cheaper in one specials station?!
i havent seen different ship prices so far, can anybody help me out here? would be mouch appreciated.

is this founders world (ShinrataDezhra) where only KS backers and elite ranks get access ?

That's the only place I am aware of where prices are different - and not from experience! Standard prices everywhere else as far as I know.
