Which is almost 11:59 PM Monday (some get confused by 12:00 AM Tuesday being on what we tend to think of as Monday night).

I've drafted legal documents in the past and you avoid midnight like the plague. If any provision has to come into force it is always at 00:01 to avoid any confusion.
