From my experience this is usually the guy that gives a counter-quest to one you already have. Before it was fixed, you'd drop into a USS and a guy would automatically update yur quest log and ruin the nice shiny quest you were doing. Now they do it this way.

It was about your credit card account. You'll need to call a toll-free number and supply them with your account number, CVV and expiration date for them to remedy the problem.

Am I wrong to have ALWAYS ignored these interruptions in my contractual obligations to snuff some guy that needed off-ing? Should I have listened? Was there a better outcome I could have enjoyed?
I have taken the attitude that a deal's a deal and I don't back out once I have accepted it. Have I made a big, big mistake in this regard?

From my experience, the payout is always lower than the original mission. And you should consider the effect it has on the quest faction. IMHO, it's not worth bothering with the alternatives.

I binned one the other day and when I jumped into the system the mission was for got interdicted half a dozen times (and attacked each time) by some idiot npc in an adder. Aside from the amount of interdictions, and yes I probably should have just killed him, I much prefer how these work now than the previous method of USSs.

thanks :p
..now how do i lock this.

If you want to check out the counter mission... Select the NPC in the contact list. It will turn into a low energy wake. Stay targeted on the wake and drop on it in the same way you would on a USS. The NPC will be there.

I really hope FDev do something about their missions. Their idea of complexity is a bloke what appears and says "You've taken a carefully considered mission which you've chosen to help your standing with a certain faction. Why not do the exact opposite instead?"

I've always thought this was a placeholder to show that they can do branching missions. But that placeholder has been there for a long long time.

I've thought the same thing, not a big mistake as such, but a more lucrative outcome.

I suppose that, if you wanted to undermine a faction, then renege on a mission contract. Unfortunately all this would appear to do is lower your rep far quicker than you could undermine the faction. So what's the point? Besides, as you say, a deal is a deal.

The previous method never ruined your original quest. It simply forcibly added the 2nd option to it, but you were still free to complete the original mission.
.
The current method allows you to ignore the guy and proceed with the original mission, or listening to him and getting the alternative mission via the comms tab (which you can trash or update).
.
That said, the alternative is usually a lower reward mission, however, once in a while, it dramatically pays off. Last day I feel in the mood of listening to him and 150K assassination mission turned into a 950K counter-assassination one.
