Disable SteamVR for non-steam launch?

So, something that's been bugging me for ages now is, when I launch Elite, it tries (and fails) to launch SteamVR, because I don't use VR.

Thing is, I'm not even launching the game from Steam; I've always used the standalone launcher (installed originally from the physical copy).... so I'm not even sure why it's trying to start SteamVR.

I've tried to google round for how to disable this, and all I get is "right-click the game in your steam library->properties blah blah" which is no good because it's not a steam copy. Genuinely have no idea why it's even trying to use SteamVR in the first place.
 
Just to check the obvious one: Is options/graphics/3D set to anything other than: "off"?

For what it is worth: Through its checking availability, Elite also wakes up Oculus' runtime, here, even though I am not using an Oculus headset at the moment. :7

Can also use the no vr flag on a shortcut like so (the quotes are needed):

"C:\Program Files (x86)\Frontier\EDLaunch\EDLaunch.exe" /novr


Edit: just to add I don't have ED on Steam but use the launcher directly. When I'm wanting 2D I use the above shortcut and Dr Kaii's profiler to change settings.
