Disabled Black Markets?

Greetings Commanders,

I understand that some power play effects and that some government types disable black markets. I was wondering if you would be able to offer clarification of which power play Powers influence black markets (and how) plus which government types enable/disable them because I may have noticed some inconsistencies in the game that might need addressing.

I went to a local black market last night and it was unavailable. I didn't see any PP effects on the system, so it may be a bug. I only went to one so I can't say with certainty with such a small sample.
 
afaik not only powerplay factions affect the availability of black markets. The government type of the controlling faction is the main part that affects it. Powerplay factions just override the BGS part in general: Imp Slaves legal in Torval space, illegal in Aisling's dominion (despite being Empire), Archon Delaine has a black market in every single starport, planetary outpost and smaller outpost in orbit, etc.

I'm thinking it is a bug too. Just trying to gather a bit of info on this to support/disprove my thoughts The disabled black market feature on some stations might just show that a black market could be available under the right circumstances.

Already noticed that. There is an important point, most of these black markets were NOT there before the update.
 
Two outposts in a system I visit frequently had black markets when the game launched, they were both controlled by an Anarchy faction. Once a Patronage faction took over control the black markets disappeared and you couldn't tell that they'd been there (not in-game anyway). With the 2.2 update they now both show 'black market unavailable'.
My guess would be that the possibility of a black market is a fixed property of a station/outpost and the change is that the game now shows you that, even if the current owning faction blocks its operation.

For people playing the Background Sim, they can now see where they could cause a hidden black market to reopen by getting the right type of faction in control of it.
