Disappearing landfall settlements?

So I'm trying to unlock the engineer Lee Cheung and it says he's at Traders Rest in Laksak. So I go there to a station that reportedly is orbiting his planet....Stjepan Seljan Hub. I buy some gold there to take to this gold digger and then I hit my nav panel to locate Traders Rest. Nothing!

I went through and filtered numerous times and then filtered nothing. Going back like I said numerous times...THERES NO TRADERS REST!!!

I even circumnavigate the planet in sc and NOPE! NOTHING!

OMGGGGG this has to be it. So fking ANNOYING. It doesnt tell me which indication hasnt been met and I already engineered 4 pulse lasers to g4 with the dweller. So im sure I have the rank with him. Does the game even tell you how many markets youve traded in??

And when it says "markets" does that mean any station, settlement or does it have to be in different systems?

yes, under codex -> stats -> trade

Check out the engineers section on the right hand UI. Then look for Chung and it'll tell you if he's unlocked. If he's not sent you an invite, and you go to his place, it will shoot you down for trespassing. If in doubt, scan the system too, it may help, although I'm taken to believe Ska above.
