This is completely expected by FDev, and is stated, as such, in the rules within the PDF they provided.

then the counter is in the game, in the pledge system for votes on systems, in the work other members do with systems that are of value to the power when preparing, one would hope that there would be more people pledting to a power to do positives for the power than those trying to undermine....
