This is a common issue it seems, i look at the map to see where there is a civil war because i want to do conflict zones with missions. The galaxy map will show a system is in a civil war but when you actually get to the system (or just look at the system map) there is actually no civil war going on. This is really annoying. For example i just made a very long trip (in my combat ship which has limited jump range) to get to a cluster of systems that were supposedly in a civil war state but it turns out half of them aren't actually in a civil war.

I noticed that too when I was looking for systems at war. Get to the system, no factions at war.
Its for the controlling faction if they have multiple systems you have to check thrm all.
