I found some pretty cheap stuff in my travels mikunn pand some of the outer imperial zones are full of 12k palladium and 6-7k gold. Can be sold for nice profits

There is one in already. 8k for 1 ton of palladium. You'll have to land on a planet though and follow a jungle trail for two hours, on foot.

I'm playing ED and I would not care if they paid me to collect gold or palladium and then paid me again to sell it!

I don't know where you can see how many are online, but I saw that only 291 are involved in one of the current community goals.
I think that's more a function of reward vs. cost though since you spend millions to make a lot less.
