Engineers Distorted shield cycle recordings - engineer tip text says 'basic scan' - is cargo scanner needed?

Anyone know what is needed to obtain Distorted Shield Cycle Recordings?

The help text when at engineer blueprint screen says just a "basic scan" is needed. And Inara third party tool says scan modified ships, which I assume to mean NPC ships that has some kind of mod, probably shield mod.

But so far, all my scans have yielded nada - doing basic ship scans, like pre-engineers where you just point ship at another NPC, wait a few seconds as you see the scanning and then result.

Maybe it is not 100%, kinda like high wake scanning for Atypical Disrupted Wake Echoes and you're not always guaranteed to get a return, but if so my RNG has been really bad. 0 for 20 or something like that.

Is an actual scanner needed to be installed, like the high wake scanner needed for wake echoes? I'm going to try installing a cargo scanner as that seems only plausible scanner to use if something other than a 'basic scan' is needed. Googled and searched all over but no mention of Distorted Shield Cycle Recordings at all, other than as list of components now in 2.1

I can't be the first person who has had some confusion over this since the engineer help text so clearly, and perhaps misleadingly says 'basic scan'?
 
No, just scan targets in supercruise/conflict zone/stations like your trying to find out if your wanted - you'll get some data from time to time its not particularly rare, maybe 1 ship in 3

ok thanks, will give that a try for awhile. I'm hoping they didn't somehow break this particular gathering requirement with the update, since the wording implies you need to scan a ship that is modded, and implies modded shield.

I've done ~20 basic scans of ships entering/exiting space stations, and no dice. Hadn't tried in SC or conflict zones yet, will try those and nav buoys and see if I get lucky.
