Distruption Beam (weapon)

I think a Disruption beam should be added to E : D. I'm not sure how over-powered (if at all) this would be, so i'm being careful not to suggest too much.

A beam which, when aimed at a specific module, send a large electric charge down the beam into the module, creating an electromagnetic discharge and disabling it. The beam needs a long charge-up time and when fired (If power management is bad), it will disable all un-needed modules and use up 35% of the reactor capacity for 5 seconds. Fixed mount only, maximum two on one ship. It should cost a reasonable amount.

Keep in mind the enemy's subsystem will come online ~15 seconds after being hit.
