Last time i checked, a "Contacts" listing, includes someone/thing that will handle local combat bonds - CBs, for factions currently in the same system.
The ones for GoH in this video, were earnt, and then brought to one within the same system.

If it's not that simple, the explanations need to be MADE MORE COMPLICATED, if it HAS BECOME more complicated.
