Do all animals develop albinism?

No, but there is always a chance. Animals on the market are completely random to you. The seller may know, but you don't.
 
I'm not sure if I'm right but I think in Real life every Species can have Albinism.
But in Planet Zoo most white Animals have Leucism. Some of the Color Mutations in the Game aren't even leucism or albinism (for example the spotless Cheetah)

I have a male white bengal tiger in sandbox. Sadly it seems impossible to breed with it. Even with closest inbreeding I had only normal coloured offspring (some 50 in total). :(

Maybe the Offspring doesn't have the Gene. Let him breed with multiple Females and then try if it helps to breed him with the new Offspring
 
I saved the file when he was just born and did a few "researches". First I did close inbreeding in lines (no effect as stated above), second I tried selective inbreeding (the way you suggest) - no effect. Third I tried mating him to his mother and sisters and interbred the offspring - no effect. And I tried to get some more offspring from the original parents (sadly a tigress can hardly have more than 3 litters) - no more whites. Now I have a go with breeding as many tigers as I can (in four enclosures - more I can't manage at once in highest speed ;) ) - with the hope of breeding by chance another (hopefully female) white tiger....

More suggestions are welcome :)
