do all systems not have nav beakons?

i thought they ddid!

i have a naval progression mission. its in a system with 2 suns, and i cant find the nav beakon. been here for 30 mins now and so far with uss only found random loot drops. i have not even had the "offer" yet so i have no idea how long it will take. mission expires in 3 hrs. i would abandon but do not want to take the rep hit.

Only inhabited systems have nav beacons, you'll have to keep looking for USSs (hint: slow down to minmum supercruise and let them come to you). You won't get a counter-offer on a naval progression mission, probably.
