do Conflict Zones pay better than bounty hunting ?

I think combat bonds scale with ship type and/or skill level of npc now...
So more money for bigger ship kills. Dont know exact numbers tho

Are you sure. I thought enemy ship sizes was dependent on whether you go in a high or low intensity zone?
 
As of 1.0 it was 3k per ship destroyed regardless of size in a combat zone so in theory you could make money relatively fast but when you kill the first 3 Eagles for 3k in a combat zone it then becomes far less profitable/takes longer to make money.

I tried both and found bounty hunting with a "FS int" to be far more profitable so would stick with that.

Is different now. It scales up to 18k for an anaconda.

But no, bounty hunting in anarchy with laws is still faster.

Neither are fast enough IMO

If combat zones top out at 18k per anaconda then: no. (last time I was in a war zone was pre patch - and there it was a paltry 3k per kill regardless of ship type)
Bounty hunting in a resource site will get you 9-25k per Cobra, and 20-100k per Anaconda. (or 18-30k per Asp, but those are rare. You'll get those more often by interdicting them). That's without an money from the killscan.

Also it seems to me that ships in warzones pack way better armor on average.
