Do FC have any implications for powerplay?

Let’s just pretend upkeep gets changed to become very reasonable.
As fleet carriers function currently do they add any value to Powerplay? Or do powerplay’s greater problems supersede it’s usefulness?
 
The only use I can see is for powers who expand via combat, in that you have a rearm repair facility near an expansion CZ. Sometimes these can be in silly places and parking an FC would be useful (but not really essential).

Since they are invulnerable players in open can retreat to them like bunkers and the whole carrier retreat- how that translates into a tactic I don't know because it would be slow and need to be timed well. Perhaps in an Open only future FCs might be taxis for groups of players- you could drop back to capitals in one jump and back again to your objective unhindered.
 
as of right now I don't really see any use for FC's other than a status symbol. That's not to say something won't come about that we haven't thought of yet, but for now I can't envision a use (in the bubble, out in deep space they seem likely to be much more useful) for them.
 
So my buddy and I have been testing a bit and we did find one way FCs work with Powerplay. After seeing reports that it might be possible to use the cargo transfer tool to store PP Cargo (in my case, we tried with Aisling Programme Materials) in the carrier, we wanted to test and see how it works.

Fleet Carrier Owners can transfer PP cargo from their ships directly into the FC's storage using the Transfer button on the right hand cargo tab of your ship's UI. They can then move the carrier, transfer that cargo back out of storage, and deliver it to the desired location. In our testing, only the Fleet Carrier Owner could do this unless there is some setting in the carrier management we missed that would allow any player to load or offload their cargo.

What are the implications? Well, deep pocketed commanders from powers that use hauling (My own AD being a prime example) can use carriers to move large amounts of mats all at once. Granted, because only one commander has access to this transfer feature, the owner, it is probably a slow process of loading and unloading. Moreover, we at AD routinely have to race a sabotage prep hauling 100-150 thousand merits. 25k from a fleet carrier is not exactly a game changer, especially if loading and unloading are slow. But what about powers that don't typically compete with that volume? A sudden 25k being unloaded to some far out system in the last few hours of a cycle could be disastrous. Moreover, combat powers will not have similar capabilities.

Please disseminate this information to PP leadership in your respective powers, as we should all be aware of this capability and aim to study its potential for abuse.

I think this might be an unintended side effect of player trades- although you can't trade rares or other items, if you can store them you can set up some sort of basic exchange it seems.

Dav was wrong. Maybe he was talking about the commodity market? Maybe he was talking about players who don't own the carriers? Maybe he was thinking about the commodity market instead? Maybe the Devs routinely overlook Powerplay and didn't even consider it when making FCs and simply assumed that there is no functionality simply because they didn't specifically try to include that functionality?

This morning, CMDR Horsma successfully stored 50t of Aisling Programme Materials in his fleet carrier using the Transfer button on the cockpit cargo UI. He was then able to return to the station, rush order another 50t, return the the carrier and transfer another 50. He was also able to withdraw that 100t from his personal storage. I was not able to do the same, indicating that carrier owners are the only ones capable of using the transfer feature. He was also able to successfully deliver the 100t of prep materials to a nearby unaffiliated system, showing they were not somehow flagged or made useless.

Which figures really. FD have not put PP in the Pilots Manual yet :D

It's a bug.You can't transfer Torval Power Commodities to a Fleet Carrier, it is greyed out.
