do FC tariffs apply to universal cartographics?

The patch notes just say, "Fleet Carrier owners can also set tariffs on some of the services they offer to help pay their running costs." They don't say which services.

Any other advantages or disadvantages to selling exploration data at somebody's FC instead of a station?

It looks like you can sell exploration data at a FC regardless of how far away it is from the system the data is from. So no 20 ly away requirement.

Well, the "BGS influence points", normally given to the faction controlling the station where you sell the data at, are wasted if the data is sold to a carrier, as carriers are never affiliated with factions. If you don't care about the BGS (and many explorers probably don't), then this isn't a disadvantage. But for those who do care, selling exploration data is one of the most powerful things you can do to elevate a station-owner's influence levels.

For me, I'm not going to waste all that potential influence by dumping all my data at a carrier. I would/will use a carrier only for the sale of critical systems (eg. some super-amazing discovery I want to brag about on the forums straight away).

There is a flat 25% tariff to UC on carriers, with half of that going to the carrier bank and the other half going to the pilot's federation. You cannot change this tariff and it is always active.
So in short, you get 25% less payout when selling on a carrier.
