yes, you definitely need it
It contains planetary landings and engineers - and the latter can greatly improve your ships - it will eat quite some time, but it is worth it.
Also horizons unlocks some nice ships.
 
Horizons gives you planetary landings and Engineers who can tune modules of your ship in various ways to improve them.
You can still use the base game without Horizons but might be at a disadvantage in "Open" agains those who can engineer their ships...
It does add a lot to the gameplay.
 
Need is relative.

You need Horizons to visit planet surfaces and conduct Engineering. Planet surfaces feature quite a bit of content, while Engineering is required to have a shot at competing on equal terms with Horizons player, either directly or indirectly.

If you are going to avoid direct PvP and aren't particularly enamored with the BGS game, you don't need Engineering. Most NPC encounters can be handled with unEngineered vessels, though some (harder CZs and wing assassination missions, for example) would almost mandate a wing to complete without access to such upgrades.

My base game was a non steam purchase back in 2015. If i purchase horizons from steam do you think there would be an issue? My general thought is they should be compatible.
 
its frontier 2 re written online polished & updated then split and sold in 2 parts instead of 1 its like buying the other half of what was once a whole game imo

From what I understand of Steam, no, to download the update through Steam the original game needs to be registered through Steam. Sure you can add shortcuts to Steam to launch a non-Steam purchased game, but that only adds shortucts to your Steam launcher, it doesn't actually register the game with Steam.
 
You can link your original game to Steam, its years since I did it (when I bought Horizons) - but there should be a guide somewhere, or I would expect that someone asked in the forums at some point how do do it. It shows in Steam that I have 2 DLC, one is the original game key and the other is the Horizons Season Pass.

Yes you can link your game to Steam, but that doesn't make it a Steam game, it just means you can view it and launch it from the Steam launcher. As far as I can find out you need to have the game registered using a Steam Key to be able using Steam to update it, otherwise it just gets added to your library. Since the OP's original game used a PC key it appears from Steam Help that he won't be able to update it using Steam.

In one word: NO!
However, it has a number of feature which will enhance the base version of ED dramatically. One can only assume that not having it will also hinder game play involving ED 3 ala New Era, when it's available next year.

Whatever I managed to do with mine it plays and updates just like a Steam game does and I don't notice any difference in functionality between it and any other Steam game that I have.

OP: Try the Activate a product on Steam link from the "Add a Game" menu on bottom left of the Store page. If it activates there then I think it should become a Steam game. If it does then Steam should show you as having got the game and allow you to add the Horizons DLC to it.

I am not overly sure where to find my cd/dvd key for the digital download now after 5yrs? i recently jst re downloaded the game and it installed and played....

think its done :)

ok so now steam want to re download and install elite, this means my game thats already installed will be surplus which i will remove where is my game progress saved too? my pc or server ideally i would like to keep that and my keybinds
