In Winter, we have an active 5th column which is trying to Prepare loss making systems that will hurt our CC economy. Their favorite system is Barathoana. They typically get this system high up on our Preparation list, and its close proximity to Rhea means many new players, who do not know better, run preparation there.
Please, please, please DON'T do this. It drastically hurts the Power, and our enemies have actively aligned themselves with Winters so that they can push Prep into such loss making systems.
