I would suggest this advice:

If your not aligned with anyone, your should be ok. Only way to stop it is to join another power. You could just join the power that is in your area.

Indeed, mine is Chapsugaibo and Patreus has claimed it. Im not involved in PP but I am allied to the controlling BGS minor faction and empire, despite this some Patreus players have insinuated they will attack un-aligned players unless they join PP. Im happy for them to attack and become wanted in their own systems though tbh, if thats what they want.

If a Power exploits your home system it will not be dangerous unless you pledge, but you cannot escape being affected.
You cannot do anything about it.

Don't pledge, especially if its an independent. You will spend all your playing time swatting Federation/Empire/Alliance enforcers.

If you are neutral, there are only good things in PP. Things like cheap Imperial slaves, ship discounts, outfit discounts etc.

Personally, I think that the whole PP is a bit silly, but it does not mean that I cannot use it for my own profit. Be positive, take it like an opportunity...

I think its a good question; I suspect certain goods would not be available. Maybe certain ships and loadouts. Perhaps balanced off with other previously unavailable items, now available...

But knowing FD, PP will probably need further updates to deal with this.

All the people from my power (Aisling) that I've played with and I ignore unaligned players (unless wanted ofc), so I imagine in most cases you'll be fine.
