Hello OP,
There is a power creeping towards my home system, so feel for you.
There are four things you can do:
1) Ignore it. If players from the power harass you either let them get wanted or move to solo.
2) If solo is not your thing, and they will not ignore you then join a power - same as those threatening would make sense.
3) If it turns out those that are threatening are spread across more than one power, you could run.
4) If 1-3 does not work for you, or does not work, can you help me with an experiment?
Proposal: Use the background simulator to drive up cost for the power to maintain the control node or reduce system income for exploited systems.
Where there is fortification and undermining, the influence and states of the minor factions in the system(s) is affected, reflecting the battle in power play. Some of the influence swings are quite large, but not outside the scope of a dedicated player trading and performing missions. If powerplay affects the background simulator, does the background simulator affect power play?
All powers have strength/weaknesses against governments - your a bit stuffed if your chosen minor faction ends up being pro the power, even this can be worked around.
So if you have any like minded colleges, try to use the background simulator against the power.
I will be starting this tomorrow evening (when the new cable for my X52 turns up).
