Do NPC Ships Have Hired Crew?

Is there evidence that the NPC ships we encounter have telepresenced hired crew just like cmdrs?

I assume they do because the hired crew are available for hire at stns. There isn't anything in the UI that suggests crew are exclusively limited to playable cmdrs.

Enemy ships with SLFs suggest telepresence crew, but I believe they could also be "NPC multiplayer" physical crew in the ship flying the SLF using telepresence.
