Do npc's really need to dock at outposts?

Today I went to check out the new outpost, The Prospect. Upon arriving there is 1 CMDR on the medium pad, and 2 npc eagles on each of the small pads. They are just sitting there taking up space, while myself and another CMDR are waiting.... then the pads go dark, as if theyre now free. We both request and are granted landing permission, our pads light up ready to recieve us, but guess who is still sitting on the pad.

I know, I know, menu flip.... and the game crashes, I have to use desktop manager to close out and restart the game.

I understand, it's for flavour. But since you can't seem to fix the npc never leaving the docking pad bug, could we just have them not bother docking at all at outposts? Real estate is in short supply at them, unlike larger stations.

What you want a Gold landing pad that just for you? If you feel the NPC taking too long. Report it as a bug.
 
Do you force the NPC to launch by repeating your docking request or just wait for them to leave in their own time? I've not had them stick on the pad in the first case, although they do sometimes launch and then get stock to the nearby structures.
